Almost two-thirds of Spain’s population lives in flats. Spaniards see owning property as one of the main symbols of prosperity, which makes Spain traditionally a nation of homeowners. Inefficient regulation, including very restrictive building codes, limits development, so vertical building is cheaper and more efficient because of the price of land.
